Reaction to operationalisation of Loss & Damage Fund at COP28

The Loss and Damage Fund governing arrangements were adopted today on the first day of COP28.  

Heidi Chow, Executive Director of Debt Justice, said: 

“The operationalisation of the Loss and Damage Fund is a vital step forward. Yet the door has been left wide open for the Loss and Damage Fund to provide finance as loans. This would pile on more debt on already highly indebted countries, and force the costs of the climate crisis onto the countries with the least responsibility for causing it. Finance for addressing loss and damage must be grant-based if it is to deliver on climate justice.”
